Disaster plan - or lack thereof

What I feel is most remarkable about the whole situation in the gulf is that it appears that BP did not have a "disaster plan" in the event that something happened. No type of failsafe was in place. No second valve that would close off the well if a disaster occurred. Apparently the government did not requre one. In their "Drill Baby Drill" zeal, they didn't bother to have a real disaster mitigation plan in place.

Where are the experts?

Are there no trained engineers for this disaster? Are we so incapable of having an operation in place that sucks water and oil aboard and separates the water from the oil and pumping the oil in other ships' containers WHILE they are attempting to fix the faulty well cap? I am a dept. chair and new associate professor of engineering at a small regional university. I was recently contacted about a job opening for a dean's position at a for-profit online university.
